The problem when a page is temporarily unavailable or is constantly moved mainly appears due to problems with the site itself, or more precisely with the server where the site is located. But, these could also be problems in the Windows 11 or Windows 10 OS itself, where there may be problems with DNS, proxies, junk IP addresses or cookies.
This guide will tell you what to do and how to fix the error when the web page at the address (URL) may be temporarily unavailable or permanently moved to a new address.
Checking the site itself
First of all, you need to make sure that the site you are trying to access is working. To do this, there are many online services for checking website accessibility. Go to https://www.reg.ru/whois/check_site and write the name of the domain that does not open in the browser, then click check. Reset DNS and IP
If the site administrator changed the domain or moved the site to another server, then it takes 24 hours for the new DNS server addresses to be applied on the Internet. Google Recommendations

It's good practice to return a 503 status code for server errors, site unavailability, down for maintenance or redesign, high traffic usage, or for stub pages. If unavailable, you should change the site's DNS to point to a temporary server that returns a 503 response.
However, it's important not to treat the 503 status code as a permanent fix—a persistent 503 could be considered a sign that the server has become permanently unavailable, which could result in it being removed from Google's index.

Yandex recommendations
The Yandex reference book on http status codes also recommends code 429 (Too Many Requests), which should be used if the site is overloaded with requests. It means that too many requests were sent in a short time. This could indicate, for example, a DDoS attack. If you configure the response code 429, the robot will crawl pages less often to reduce the load on the site. Such a response will allow you to avoid shutdown of the site by the hosting and survive longer unavailability without losses. A 429 response may be accompanied by a Retry-After header, which indicates after what time the request can be repeated, but Yandex does not take this header into account.

After restoring the site, the response code 200 should be returned for indexed pages.
Change DNS servers
In Windows 11/10, DNS servers are received automatically, which means from a local provider, where they may be unstable. Let's change the DNS server to Google, as they are faster and better processed.
- Press Win+R and enter ncpa.cpl to open Network Adapters.
- Right-click on the Ethernet or WiFi adapter and select Properties .
- Select IP version 4 (TCP/IPv4) and click on “ Properties ” below.
- In the new window, set “ Use the following DNS server addresses ”
- Specify Preferred 8.8.8.8 and Alternate 8.8.4.4
- Check the box “Confirm settings when exiting” and OK.

Internet properties
Press Win+R and enter inetcpl.cpl to open Internet Properties. Click on " Delete " to clear the logs. In the next window, select everything with check marks.
Next, go to the “ Connections ” tab and click on “ Network Settings ” at the bottom. Automatic detection of parameters item should be checked .
Access recovery

Correcting the hosts file manually
In order to fix a hosts file damaged by a virus, you need to do the following:
- Open the system drive (usually C:);
- Go to the folder WindowsSystem32driversetc;
- Find the hosts file.
The first three items can be replaced by typing the name in the Explorer search bar:
Having opened the file using, for example, regular Notepad, you should make sure that its text does not contain any extra addresses after the entry 127.0.0.1 localhost.
If the file does not open for some reason, you will need to restart your computer and enter Safe Mode. The mode is entered by pressing the F8 key before loading the system.
If there are any entries after the IP address - and, especially if among them there is text like vk.com or vkontakte.ru, you should definitely delete them and save the file.
Notice!
Often, malware embeds addresses at the very bottom of hosts, so it’s worth looking through it to the end.
After changing a system file, it is worth looking for the program that made the changes to it. Most often it is called vkontakte.exe - if you find one, you should delete it immediately.
Using the AVZ utility
If troubleshooting a problem with the hosts file causes the user some difficulty or fear of damaging system settings, you can download the AVZ program, which is specifically designed to resolve such issues.
This application is capable of:
- Return the system file to its original state;
- Clear static routes, which may also be the reason for lack of access to VK;
- Perform other actions that optimize system performance.
You can download the program on the official website of its manufacturer (Kaspersky Lab) or on other services - preferably verified ones, so as not to download a new virus to your computer.
AVZ is launched as a computer administrator. This is followed by:
- Find the “File” item in the main menu;
- Select “System Restore”;
- Set all the checkboxes as indicated in Fig. 5.
- Restart your computer and log into VKontakte again.
Hacking check
If all else fails, you will have to check whether the web page was actually hacked or even already blocked after being hacked.
To do this, open the command line by entering the text “cmd” into the command window (called with the Win + R keys).
In the line you should enter nslookup vk.com, and immediately after that - ping vk.com.
The address that appears after executing the second command must match one of those shown by the first.
In this case, you receive proof that everything is fine with access to the social network. But your page has been hacked and blocked by the VKontakte administration.
All that can be done in this case is to contact the administration to unblock your account.
In this case, they are usually asked to enter a password, phone number and a number of other data to identify the owner of the page (including a security question).
It usually takes some time to restore access.
Important!
But
the real administration, unlike scammers, never asks the user to send SMS to unknown numbers.
Deleting cookies in the browser
Open your browser and press the Ctrl+H , click on clear history and select all time. Select all items with checkmarks and click delete data.
